
The cabinet of Odisha launches a new project under Odisha State Data Centre 2.0 at a total cost of 268.44 crores in Bhubaneswar. This shall include maintenance and operations for the next five years.
The existing operational centres have been functioning since 2011, as it was facing certain capacity constraints, so the government felt the necessity for OSDC 2.0.
OSDC 2.0 claims to be safe and measurable, as it is replacing the outdated 2011 data centre. This will be replaced by a three-tier compliant digital facility with a robust disaster recovery system, including green energy-efficient practices.
This project will provide advanced digital infrastructure, with a secure state-of-the-art foundation that hosts critical cloud-based e-governance applications. As it aligns with OSDC policy, it is likely to draw domestic and foreign investments that will position Odisha as a major regional IT hub.
This lays the ground for coming modern tech sectors such as AI, IoT, and other big data to operate efficiently within the state. The project will also further strengthen data security and will ensure that sensitive public and enterprise data is safely stored.
This proposal was approved at the cabinet meeting chaired by Chief Minister Mohan Charan Majhi. This will also involve the replacement of existing application, thereby strengthening the cybersecurity system. With respect to adopting renewable energy goals, the OSDC will also include green energy data center practices.

The Chief Secretary, Anu Garg, said that the project cost includes the operation and maintenance cost of coming five years. Along with this, the cabinet will also host the Odisha Deep Sea Fishing Mission, with an estimated investment of Rs.2,295.46 crore.
This mission will be implemented with support of both state and central schemes. Along with beneficiary participation, public-private partnerships and the administrative control of the Fisheries and Animal Resource Development Department.
The official launch of Odisha State Data Centre was in October, 2011. Since then, it has been effectively continuing its operations. It also successfully hosted and secured almost 600 government applications across 39 state departments. This provides 24-hour digital services to citizens and government employees.
Similarly, Odisha has also built and deployed a private state cloud environment. This project made use of virtualisation and software-defined networking to optimise data usage across the departments. Projects like the Odisha State Workflow System have digitalised the workflow throughout the state.
The current project under OSDC 2.0 is designed to digitalise the entire state administration. The faster delivery of online services, improved data security, high service reliability and integration of AI and other effective technologies will boost operations. These continuing efforts will lead to establishing Odisha as a unique, self-reliant digital leader in India.
