Oil India Limited announced a significant milestone in its offshore expansion on 19 November 2025 by signing a Technology Service Agreement (TSA) with TotalEnergies in New Delhi.
The TSA reflects an expanding partnership between OIL and TotalEnergies as India seeks to realize deeper offshore potential in its frontier basins.
The signing took place in the presence of Pankaj Jain, Secretary, Ministry of Petroleum & Natural Gas, along with Additional Secretary Praveen Mal Khanooja and OIL Chairman & Managing Director Dr Ranjit Rath. The agreement was executed by Dr Sangkaran Ratnam, CMD of TotalEnergies Gas & Power Projects India Pvt Ltd, and Saloma Yomdo, Director (Exploration & Development) at OIL, backed by senior teams from both sides.

Under this collaboration, OIL will tap into TotalEnergies’ global deepwater expertise, covering geological studies, drilling technology and development support. The partnership will aid OIL’s appraisal of a notified gas discovery in the shallow offshore Andaman Basin and drive its work in OALP-IX ultra-deepwater blocks in the Mahanadi and Krishna-Godavari basins. It will also help evaluate new opportunities expected in OALP X and future bidding rounds.
The scope further expands to technical support for upcoming stratigraphic wells across Category-II and Category-III offshore basins, a move seen as vital for exploring India’s underdeveloped offshore zones.
For Oil India Limited, India’s second-largest national oil and gas company, the agreement reflects its push to widen offshore exploration and boost the nation’s long-term energy security. With decades of experience in challenging fields, OIL continues to advance its capabilities, pursue strategic global partnerships and look for new resources that can shape India’s future energy landscape.
