The government of Haryana has revealed its Aerospace and Defence Policy, which clearly outlines a plan to make the state the most vibrant hub for defence and aerospace manufacturing in India.
This policy review meeting was chaired by Amneet P Kumar, Commissioner and Secretary, Civil Aviation, Haryana along with key stakeholders from the Ministry of Defence including Vivek Virmani, DDG (iDEX) and COO, Defence Innovation Organisation, and Jatin Arora, Deputy Programme Director – iDEX who shared their insights on the opportunities provided by the iDEX framework. These discussions helped to reaffirm Haryana’s potential role in India’s defence innovation ecosystem.
“The policy has already been published and the next schemes under this scheme will be officially notified soon,” declared Amneet P Kumar. The policy aims to draw in USD 1 billion worth of investments within the following five years, generate nearly 25,000 direct and indirect job opportunities, and create centres of excellence, R&D units, and skill development institutions.

Haryana also expects to become the MRO hub in the northern India region, simultaneously attracting global OEMs, Tier-1 suppliers, and leading Indian firms. As per the strategy, the state is transforming the Hisar Integrated Manufacturing Cluster (IMC) into a flagship aerospace and defence hub with the support of the Haryana Aerospace and Defence Corporation (51%) and NICDCT (49%) who will be investing Rs. 1,810.58 crore in the SPV.
The IMC, a 2,988-acre industrial park, will be developed in two stages with a total investment of Rs. 4,679.56 crore and it is intended to demonstrate the balancing of industrial development with sustainable and green development initiatives.
