India and Russia made substantial progress in their strategic partnership when they agreed to finalize a protocol to enhance collaboration in key industrial sectors.
The signing of the protocol took place on Wednesday at the 11th session of the India-Russia Working Group on Modernization and Industrial Cooperation at Vanijya Bhawan in New Delhi.
Co-chaired by DPIIT Secretary Amardeep Singh Bhatia and Russian Deputy Minister of Industry and Trade, Alexey Gruzdev, the session was a significant moment within the ambit of the India-Russia Intergovernmental Commission on Trade, Economic, Scientific, Technological and Cultural Cooperation.

Attended by around 80 delegates — encompassing senior government officials, industry experts and business representatives — the meeting focused on strategies to enhance bilateral cooperation in, and expand collaboration in, aluminium, fertilizers, railways, and mining technology. The review of previous agreed activities also tracked progress from the last meeting and articulated the way forward in industrial cooperation.
In a move to push innovation and modernization, both countries discussed potential joint projects in the areas of aerospace technology, carbon fibre production and processing, additive manufacturing or 3D printing techniques, and co-development of small aircraft piston engines, establishing a wind tunnel facility, and potential collaboration around critical mineral extraction and underground coal gasification.
The revitalized momentum in the India-Russia strategic partnership is indicative of strong progress in industrial collaboration and technological cooperation. Both countries are moving towards a new strategic context and the partnership emphasizes their commitment to contemporary and future-oriented industrial development.
“The discussions reinforced our shared vision to expand industrial cooperation and leverage each other’s strengths in emerging technologies and manufacturing,” the Commerce Ministry said in a statement.
