Balrampur Chini Mills Limited (BCML) is joining hands with the Uttar Pradesh government to build India’s first large-scale polylactic acid (PLA) biopolymer plant in Lakhimpur Kheri at Kumbhi Chini Mills. With a massive Rs 2,850 crore investment, this exciting project will create 225 new jobs and put sustainability front and center.
The deal was sealed in Mumbai by Vijay Kiran Anand, CEO of Invest UP, and Avantika Saraogi, BCML’s Executive Director, with Chief Secretary Manoj Kumar Singh and BCML Chairman Vivek Saraogi looking on. Named Balrampur Bioyug, the plant will churn out 80,000 tonnes of PLA each year, using 1.3 lakh tonnes of sugar from BCML’s own supply. Powered entirely by renewable energy, it’ll transform sugarcane into PLA—a biodegradable alternative to single-use plastics—in one seamless process.
Chief Minister Yogi Adityanath kicked things off by laying the foundation stone, calling it a game-changer for both the environment and local jobs. Slated to start running in October 2026, the plant will use top-notch tech from global players like Sulzer, Alpine Engineering GmbH, and Jacobs Solutions Inc.
“This facility represents a monumental leap in India’s sustainability journey, reducing reliance on fossil fuels.” said Vivek Saraogi. Avantika Saraogi added that the project will put Uttar Pradesh on the map as a biopolymer hub, making the most of India’s natural resources to grow a greener economy. Thanks to the state’s bioplastic policy, the project gets perks like subsidies and tax breaks to support eco-friendly innovation.
