Jharkhand Unveils Big AI Plan, Targets Rs 10,000 Crore Investment

The Jharkhand government’s AI Plan marks a major step toward digital governance in the state. The government has proposed a Rs 1,150 crore investment over five years.

The AI Plan aims to improve public services through technology. It also targets more than Rs 10,000 crore in investments by 2050. The proposal focuses on healthcare, agriculture, education, mining, environmental management, and disaster response. The announcement came during the National Stakeholders' Consultation 2026 in New Delhi.

The state presented the proposed Jharkhand AI Policy 2026-2031 on the opening day of the two-day event. The policy outlines a roadmap for using artificial intelligence across government departments. It also focuses on building digital infrastructure, promoting innovation, and improving government decision-making through data.

Rs 1,150 Crore Investment to Strengthen Digital Governance

The government has proposed spending Rs 1,150 crore over the next five years. The investment will support the state's digital transformation.

The plan includes:

• Building AI infrastructure across departments.
• Supporting startups and innovation.
• Improving digital capabilities.
• Training government officials.
• Expanding AI adoption in public services.
• Strengthening secure data systems.

The proposal also includes the Chief Minister Data Intelligence Platform (CM-DIP). The AI-powered platform will monitor government schemes in real time. Officials will use dashboards and data analytics to track performance. This can improve transparency and help departments respond faster.

AI to Improve Healthcare, Mining and Other Key Sectors

The policy focuses on sectors that directly affect citizens and the state's economy.

The government has proposed the Health & Nutrition Vigilance System (HNVS). It will use intelligent data analytics to improve healthcare delivery. The system can help monitor nutrition programs and identify service gaps.

Another major initiative is the Critical Minerals Administration System (CMAS). The platform will support mineral administration through data-driven monitoring. Jharkhand is one of India's leading mineral-producing states. Better monitoring could improve efficiency and strengthen governance in the mining sector.

The policy also plans to introduce AI applications in:

• Agriculture through crop monitoring and advisory services.
• Education with digital learning support.
• Environmental management using data-based monitoring.
• Disaster response through early warning and faster coordination.

These initiatives aim to improve service delivery while reducing delays in government programs.

Key Highlights of the Proposed AI Policy

Jharkhand Looks to Become an Emerging AI Investment Hub

The state believes the policy can create long-term economic opportunities. Better digital infrastructure may attract technology companies and research partnerships. It can also support startups working in artificial intelligence and data analytics.

During the consultation, the government also signed 14 Memorandums of Understanding (MoUs) with a proposed investment value of Rs 99,639 crore. These agreements are expected to support industrial growth and strengthen investor confidence in the state.

The proposed AI policy places equal focus on governance and economic development. If implemented successfully, it could improve public services while making Jharkhand a stronger destination for technology investments.
