
Drone City Haryana is emerging as a major milestone in India’s fast-growing drone ecosystem, with AVPL International preparing to inaugurate its ambitious Rs 80 crore project in Hisar, Haryana.
The Drone City Haryana project is expected to strengthen drone manufacturing, pilot training, agriculture technology, and defense-focused innovation while generating employment and entrepreneurship opportunities in the region.
Spread across nearly 11.5 acres in Sisai village of Hisar district, the first phase of the project will officially open on May 16. The initiative is being developed by AVPL International with support from the Haryana government under the Haryana Enterprise and Employment Policy 2020. Under the policy, the state government has committed incentives worth Rs 58.51 crore to support the project’s development and expansion.
The project is designed as a comprehensive drone ecosystem that combines manufacturing, training, testing, maintenance, and innovation under one integrated campus. Industry observers believe the initiative could position Haryana as one of India’s leading drone technology hubs at a time when the country is rapidly scaling investments in unmanned aerial systems for agriculture, logistics, surveillance, and defense applications.

According to the company, the facility will focus on drone assembly, component manufacturing, drone pilot training, maintenance and repair operations, research facilities, and testing infrastructure. The integrated setup is expected to support both commercial and industrial drone operations, especially in agriculture where demand for spraying, mapping, and precision farming technologies has increased sharply in recent years.
The company has also announced that the project may create more than 800 direct and indirect employment and entrepreneurship opportunities. A significant portion of the initiative will focus on rural skill development and social inclusion programs aimed at empowering youth through drone-based employment opportunities.
One of the key highlights linked to the Drone City Haryana initiative is the “500 Drone Udhami Scheme,” which aims to train Scheduled Caste youth in drone operations, maintenance, and entrepreneurship. The program is being implemented in partnership with the Haryana Scheduled Castes Finance and Development Corporation.
Under the scheme, candidates will receive specialized training to become drone pilots, technicians, and drone entrepreneurs capable of offering agriculture spraying and mapping services in rural areas. The initiative aligns with the Indian government’s broader push toward drone adoption in agriculture and rural development programs.
The launch also comes amid growing momentum in India’s domestic drone manufacturing sector. In recent years, the Indian government has introduced multiple policy reforms and production-linked incentives to reduce dependence on imported drone technology and encourage local manufacturing under the Make in India initiative.
AVPL International has been actively expanding its presence in the drone sector over the past year. The company had earlier announced investments in defense drone research and development as well as plans to strengthen indigenous drone manufacturing capabilities.
