
Himachal's Bulk Drug Park has received a major infrastructure boost. Ceigall India secured Rs 225 crore contract from the Himachal Pradesh State Industrial Development Corporation Limited (HPSIDC).
The contract covers Phase-I development at Una, whereas the work includes formation cutting, internal roads, storm-water drains, a bridge and fencing.
Ceigall India will complete the project within 18 months. This development will also strengthen the park’s common infrastructure.
The Rs 1,923 crore projects also include Rs 1,000 crore Central Government grant. The investment aims to support bulk drug and API manufacturing in Himachal Pradesh.
Ceigall India received the Letter of Award from HPSIDC on August 20, 2026, for the development of Himachal's Bulk Drug Park at Una. The Rs 225 crore contract, including GST, covers Phase-I civil and site-development works. Ceigall India will execute the project under an item-rate contract within 18 months. The company must also provide performance security equal to 3 per cent of the contract value.
The company’s regulatory filing identifies HPSIDC as the awarding entity and classifies the contract as domestic. Ceigall India also confirmed that its promoters and promoter group have no interest in HPSIDC and that the contract does not qualify as a related-party transaction.

Himachal's Bulk Drug Park at Haroli in Una carries a total project cost of Rs 1,923 crore. The Central Government has approved Rs 1,000 crore under the Promotion of Bulk Drug Parks scheme for common infrastructure facilities, while the state government has also contributed funds toward development. The Centre released the first Rs 225 crore installments in February 2023 to Himachal Pradesh Bulk Drug Park Infrastructure Ltd., the state implementing agency.
The Department of Pharmaceuticals says the project received environmental clearance on September 25, 2025. The government has also awarded Rs 100 crore tender for site demarcation, grading and land leveling across Phase-I’s 800 acres. Another Rs 573.6 crore tender covers Zero Liquid Discharge with a Common Effluent Treatment Plant and steam generation and distribution.
The Himachal Bulk Drug Park project will provide manufacturers with common infrastructure such as a Zero Liquid Discharge Common Effluent Treatment Plant, solid-waste management, steam generation, solvent recovery, assured water supply, reliable power and centralized utilities. The CETP will have a capacity of 5 million litres per day and carries an estimated cost of Rs 244.43 crore.
According to the approved Detailed Project Report, the park expects Rs 8,000–10,000 crore of investment and 15,000–20,000 direct jobs. The government expects these facilities to improve manufacturing competitiveness, encourage domestic production of APIs and Key Starting Materials, strengthen the pharmaceutical manufacturing ecosystem and reduce import dependence.
Ceigall India’s Rs 225 crore contracts therefore add a significant infrastructure execution milestone to Himachal's Bulk Drug Park. At the same time, the wider project continues to build the physical base for bulk drug manufacturing and pharmaceutical investment in Himachal Pradesh.
