Adani Power Limited (APL), the largest thermal power producer in the private sector in India, has signed a historic Power Supply Agreement (PSA) with Bihar State Power Generation Company Ltd (BSPGCL).
The agreement is for 2,400 MW of power from the proposed ultra supercritical thermal power project at Pirpainti in Bhagalpur district, which is designed as a 25 year power purchase agreement. The PSA follows the Letter of Award from BSPGCL, acting on behalf of the North and South Bihar distribution companies, which was announced in August 2025.
The greenfield project, as a new start, will be designed, built, financed, owned, and operated (DBFOO). It will be developed in three phases of 800 MW each and would involve an estimated investment of USD $3 billion.

Adani Power bid the lowest tariff rate of ₹6.075 for power and will be assured of fuel supply in accordance with the Government of India’s SHAKTI Policy, which provides long term coal supply assurances to enable projects to operate.
The new facility will create 10,000–12,000 jobs during its construction and approximately 3,000 permanent positions once the facility is commissioned. Full commissioning is targeted within 60 months allowing Bihar to develop into an emerging region for large-scale power projects.
