Adani Power announced a significant victory by receiving a Letter of Intent, or LoI from Bihar State Power Generation Company Ltd. (BSPGCL) to develop and generate 2,274 MW of electricity from a proposed 2,400 MW thermal power plant, located in Bihar’s Bhagalpur district.
The project will be established in the village of Pirpainti with a financial commitment of USD $3 billion, which is one of the biggest private power investments in Bihar.
The company was the lowest bidder in the competitive bidding process and proposed the final tariff of Rs 6.075 per kWh.
The electricity will be supplied from a greenfield thermal plant, which will be a 3x800 MW Ultra-supercritical thermal plant to be developed under the model of Design, Build, Finance, Own, and Operate (DBFOO).

“We are pleased to have won the bid to develop and operate a 2,400 MW thermal power project in Bihar. We will set up a new greenfield plant with an investment of $3 billion, which is expected to further aid industrialization in the state. Our plant will be an advanced, low-emission Ultra-supercritical one, and will supply dependable, competitively priced, and high-quality power to the state,” said S.B. Khyalia, Chief Executive Officer of Adani Power.
Adani Power envisions that the project will generate 10,000–12,000 jobs during construction and 3,000 permanent jobs once fully operational. The company is currently waiting for a formal Letter of Award (LoA), after which it will finalize the Power Supply Agreement (PSA).
