Automotive component testing is becoming increasingly important as India expands its electric vehicle and construction equipment manufacturing capabilities.
The proposed Automotive Research Association of India (ARAI) testing centers in Mandya, Karnataka, could create new opportunities for component suppliers and machinery manufacturers by strengthening access to testing, evaluation and engineering research infrastructure.
However, Union Minister for Heavy Industries and Steel H. D. Kumaraswamy has raised concerns over a nearly 10-month delay in land allocation for the proposed Electric Vehicle (EV) Testing Centre and Construction and Infrastructure Equipment (CIE) Testing Centre.
The projects could support domestic technology development and ancillary industries, but their manufacturing benefits will depend on timely implementation and the services ultimately offered by the facilities.
According to reports, ARAI and Karnataka authorities have examined multiple sites for the proposed facilities.
A revised proposal submitted in September sought approximately 100 acres at Basaralu for the CIE Testing Centre and an additional 60 acres for the EV facility, preferably on adjoining land.
The proposed centers could address different requirements across India's industrial supply chain:

Access to component testing infrastructure can help automotive component manufacturers with product development, engineering validation and supplier readiness.
MSMEs in the region stand to benefit the most from the proposed facility, as it will enable them to test and validate their products at a subsidized price and without having to go elsewhere for testing.
The CIE facility could also broaden the project's relevance beyond passenger vehicles. Construction equipment manufacturers depend on components such as engines, hydraulic systems, transmissions and electronic controls.
Dedicated testing capabilities could support development and evaluation of these systems, subject to the center’s confirmed technical scope.
Potential manufacturing benefits include:
Karnataka must now focus on turning the proposal into an operational facility. Mandya’s industrial ecosystem can see lasting benefits if the project is completed on time, offers well-defined testing capabilities and supports closer engagement between automotive and construction equipment makers.
