Assam Chief Minister Himanta Biswa Sarma has laid the foundation stone for Adani Power’s ₹48,000-crore project in Chapar, Dhubri district.
The 3,200 MW thermal power plant is expected to be one of the biggest power projects in the Northeast and will add significantly to Assam’s electricity generation capacity.
The project is part of the Adani Group’s larger ₹63,000-crore investment in Assam’s power sector.
The plant will be built in phases, with the first unit expected to be commissioned in December 2030. Once operational, it will supply power to homes, businesses and industries across the state.
The Chapar plant will have four units of 800 MW each and will use ultra-supercritical technology. This technology is designed to generate more electricity from the same amount of fuel and improve the overall efficiency of the plant.
The project is expected to create around 20,000 jobs during the construction period and about 5,000 jobs once operations begin. Local contractors, suppliers, transport companies and other service providers are also expected to benefit from the construction and operation of the plant.
Speaking at the foundation ceremony, Himanta Biswa Sarma said the project would create jobs and support economic activity in the state. He also linked the investment to the interest generated through the Advantage Assam 2.0 investor summit held in February 2025.
Adani Power had won the bid to set up the 3,200 MW project in October 2025. Assam Power Distribution Company Limited later issued the Letter of Award to the company in November 2025.
The project is being developed as Assam looks to expand its power infrastructure to meet the needs of its growing population and industrial sector. The addition of 3,200 MW of generation capacity is expected to play a role in meeting future electricity demand.
Jeet Adani, Director of the Adani Group, said the project would provide reliable and affordable electricity while creating employment and business opportunities in the state. He said the plant would also support businesses looking to expand in the Northeast.
The group’s ₹63,000-crore power investment plan includes the Chapar thermal plant, which accounts for around ₹48,000 crore. The remaining ₹15,000 crore is planned for two pumped-storage projects with a combined capacity of 2,700 MW through Adani Green Energy.
Adani Energy Solutions is also working on smart metering projects in Assam. The initiative is aimed at improving the state’s electricity distribution system and making it easier to monitor and manage power consumption.
The Adani Group has announced investments in other sectors in Assam as well, including aviation and cement. With these projects included, the group has said its overall investment in the state could cross ₹80,000 crore over the next three to four years.

For Assam, the Chapar project represents a major addition to its power generation capacity. Construction of the plant is expected to bring investment and employment to the region, while its eventual commissioning will add a large amount of new generation capacity. The first unit is scheduled to begin operations in December 2030, followed by the remaining units in phases.
