Odisha took a big step toward strengthening India’s tech manufacturing base as Chief Minister Mohan Charan Majhi on Saturday laid the foundation stone for the state’s first compound semiconductor manufacturing facility at Info Valley-II, Bhubaneswar.
The project, developed by SiCSem Private Limited with approval from the India Semiconductor Mission (ISM), involves an investment of ₹2,067 crore.
The upcoming fabrication and ATMP (assembly, testing, marking, and packaging) unit will produce 60,000 wafers and 96 million packaged units every year, supplying industries such as electric vehicles, defence, railways, and renewable energy.

Once operational, the facility will create about 5,000 direct and indirect jobs, giving a boost to Odisha’s manufacturing sector. At the ceremony, Majhi called the project a major milestone in the state’s development, adding that Odisha’s policies on semiconductors, electronics, AI, and new technologies aim to attract investors with modern infrastructure and skilled manpower.
SiCSem has already set up a research and innovation centre at IIT-Bhubaneswar with an investment of ₹64 crore. In addition, Union Minister Ashwini Vaishnaw has provided ₹5 crore from his MP LAD fund to establish the NAMO Semiconductor Laboratory at the same institute.
Speaking virtually, Vaishnaw said Odisha is fast emerging as “the gateway to the East”, praising the state’s efforts to link industry and education while supporting India’s semiconductor growth.
