Advanced manufacturing could receive a fresh push as the Centre’s Rs 1 lakh crore Research, Development and Innovation (RDI) Fund draws strong interest from India’s deep-tech ecosystem.
Department of Science and Technology Secretary Umesh V Waghmare has described the response as overwhelming, while noting that applications have been temporarily paused to process the proposals already in the pipeline.
The scheme’s reach extends beyond established companies to startups and incubation centers, creating a potential route for research-led businesses to develop industrial technologies.
Its significance will depend on whether patient capital can help convert prototypes into commercially viable products for Indian factories.
India's manufacturing ambitions increasingly depend on developing technologies domestically rather than relying extensively on imported machinery, specialized components and industrial systems.
The RDI Fund could support this transition by providing long-term financing for research-intensive projects across strategic technology sectors.
Indigenous development of capabilities across robotics, Industrial automation, advanced material, precision engineering and other technology-intensive conditions can help companies improve efficiency, strengthen supply chains, and reduce their import dependence.
The government has committed Rs 7,131 crore to the first cohort of 19 second-level fund managers, comprising 14 Alternative Investment Funds (AIFs) and five Focused Research Organizations (FROs).
Five additional technologies have also been approved under the scheme. These developments expand the institutional network through which eligible companies can access funding.

Unlike conventional software businesses, technology companies developing robotics, advanced materials, industrial hardware and specialized engineering solutions often require longer development cycles, expensive testing facilities and significant capital before generating commercial revenues.
The RDI scheme addresses part of this financing challenge through long-term loans and equity-based financing. However, it does not directly distribute funds to startups.
Eligible technology enterprises must approach designated second-level fund managers, which evaluate projects and channel capital.
The scheme generally permits financing of up to 50 percent of the assessed project cost, with the remaining contribution mobilized through private or commercial sources.
For manufacturing technology startups, access to patient capital could support prototype development, industrial testing, technology validation and production scaling.
Access to funding alone may not be sufficient to establish a competitive industrial technology ecosystem. Research institutions, incubation centers and manufacturing companies will also need to collaborate to move innovations from laboratories into factories.
The RDI framework supports eligible technology enterprises undertaking research and innovation activities at Technology Readiness Level 4 and above.
For startups, partnerships with research parks and established manufacturers could provide access to technical expertise, testing infrastructure and potential industrial customers.
Such collaboration could strengthen India's manufacturing technology ecosystem while improving the commercial viability of research-driven enterprises.
Despite its potential, the scheme's ability to transform industrial capabilities will depend on implementation, funding accessibility and private-sector participation.
Waghmare has indicated that applications have been temporarily paused because a substantial number of proposals are awaiting processing. The requirement to mobilize the remaining project financing could also present challenges for early-stage startups with limited revenues and high research costs.
Ultimately, the RDI Fund's contribution to advanced manufacturing will be measured not only by the capital committed but also by the technologies developed, startups scaled and industrial applications brought to market.
