Haryana Chief Minister Nayab Singh Saini today announced a world-class incubator, H-HUB to boost Startups and GCC Growth as part of a mission to revitalize and enhance the innovation and start-up ecosystem of the state.
This incubator will be developed with leading startups, corporates, and academic institutions in Haryana, and will offer plug and play office spaces, high-performance compute environments, innovation labs, and prototyping centres to support more rapid product development in R&D with advanced R&D capabilities.
At the “Interaction with Startups and Industry Leaders” event in Gurgaon, Saini indicated the government is developing a policy for semiconductor manufacturing in line with India’s semiconductor vision. There is producing a specific policy for Gurgaon and Haryana to become the Global Capability Centre (GCC) capital of the world.

The Chief Minister noted that in the 2025–26 State Budget, ten new Industrial Model Townships (IMTs) will be developed and will have state-of-the-art industrial and start-up infrastructure. Over twenty thousand acres of land has also been committed voluntarily through the e-Bhoomi platform and is ready to be made available for new investments.
Haryana is currently seventh in India with more than 9,100 recognised startups, including 19 unicorns, nearly half of which are women-led. To improve this ecosystem, incubation centres will be created at all industrial estates while AI hubs in Gurugram and Panchkula will promote AI-powered startups and research.
Saini also announced a Department of Future for emerging technologies such as AI, robotics, biotechnology, and deep-tech. In partnership with NITI Aayog, a state chapter of the Women Entrepreneurship Platform will be established, giving women founders access to mentoring, funding, and markets.
