In a key step toward strengthening India's position in the international submarine market, Naval Group France and Mazagon Dock Shipbuilders Limited, (MDL) have renewed their Memorandum of Understanding (MoU) on October 16, 2025.
This extension aims to enhance cooperation in the joint export of submarines to a mutually friendly country, reinforcing their commitment to advanced naval technology and strategic defense partnerships.
This is an extension of the MoU agreed in July 2023 and reinforces the continuing Indo-French relationship in the design, engineering and technology of submarines. The focus of the partnership remains the export to a friendly nation of India-built latest-generation, Scorpène-class submarines, while leveraging MDL's substantial industrial base and Naval Group's proven track record in submarine design and combat systems.

This scheme integrates with the increased Indo-French Horizon 2047 roadmap, aimed at strengthening strategic cooperation between the two nations in defense, security, and innovation. Additionally, it represents a significant step forward in a Strategic Partnership between India and France that goes back 25 years.
The collaboration is indicative of the shared vision for India to manufacture and export submarines in support of regional maritime security and India’s profile as a leader in the global maritime realm. As India and France bring their defense operations closer together, the partnership confirms the confidence and commitment both nations maintain for growing maritime defense capabilities together.
