
IndianOil's INR 61,077 crore Paradip project has reached a major milestone as Odisha begins the land acquisition process.
The move marks the transition from planning to execution for the mega petrochemical investment.
Once completed, the project is expected to strengthen India's manufacturing sector, reduce petrochemical imports, and attract significant downstream investments.
The land acquisition process signals that the long-awaited project has moved into the execution phase after more than a year of planning.
The Odisha government has initiated the mandatory Social Impact Assessment (SIA) for acquiring private land needed for the project. The assessment is the first step before land acquisition begins. Once completed, construction activities can move forward. The integrated complex is expected to transform Paradip into one of India's largest petrochemical manufacturing hubs.
The Revenue and Disaster Management Department has notified the acquisition of 219.617 acres of private land at Badakantakandha village under Erasama tehsil in Jagatsinghpur district. This land forms part of nearly 2,200 acres required for the project. The site is located next to IndianOil's existing 15 million tonnes per annum (MTPA) Paradip refinery.
According to government officials, the land acquisition will be carried out through the Odisha Industrial Infrastructure Development Corporation (IDCO). The Social Impact Assessment is expected to be completed within four months. Project work is likely to begin soon after the acquisition process is completed.

The integrated complex will be built around a world-scale 1.5 MTPA dual-feed naphtha cracker. It will also include several downstream petrochemical units and the proposed Paradip Plastic Park.

These products are widely used across pharmaceuticals, agrochemicals, paints, adhesives, packaging, plastics, and other manufacturing sectors. The project is expected to improve domestic availability of these materials while reducing imports.
The project is expected to become a major growth driver for Odisha's industrial sector. Officials believe it will encourage fresh investments in plastics, chemicals, and manufacturing industries.

The integrated complex will also increase value addition from crude oil processed at the existing Paradip refinery. This is expected to improve IndianOil's position in India's expanding petrochemical market.
IndianOil signed the Memorandum of Understanding (MoU) with the Odisha government in April 2025. The agreement was signed in the presence of Union Petroleum and Natural Gas Minister Hardeep Singh Puri, Odisha Chief Minister Mohan Charan Majhi, and senior government officials.
Officials expect the project to be completed within four to five years after statutory approvals, land acquisition, and construction are finished. Once operational, the complex will strengthen eastern India's manufacturing ecosystem by supplying critical raw materials to thousands of industries.
The start of land acquisition marks one of the biggest milestones for the Paradip Petrochemical Complex. It also brings Odisha closer to becoming one of India's leading petrochemical manufacturing destinations.
