On August 14, 2025, the Ministry of Panchayati Raj (MoPR) will launch SabhaSaar, an innovative AI-powered tool designed to streamline the creation of structured Minutes of Meeting (MoM) from Gram Sabha and other Panchayat meetings.
The opening ceremony at New Delhi will be honored by Union Minister of Panchayati Raj, Shri Rajiv Ranjan Singh and Union Minister of State, Prof. S.P. Singh Baghel.
SabhaSaar employs the latest Artificial Intelligence and Natural Language Processing (NLP) technology to transcribe audio and video recordings of the meetings, recognize important decisions taken during the meeting and create organized meeting minutes.

When combined with Bhashini, translations that were carried out by the Indian National Language Translation Mission, the tool facilitates 13 languages of India, which were used to make inclusivity among the Panchayat workers based on their linguistic backgrounds. The MoPR is also looking forward to providing an increased number of languages to increase accessibility more.
The tool will raise the efficiency of the local governance through speeding up the time and labour consumed in manual documentation. This gives the Panchayat authorities a chance to focus on governance and delivery of services and yet maintain transparency and accountability.
The MoPR has requested that all States and Union Territories use SabhaSaar to create MoM of the Special Gram Sabhas planned on 15th of August 2025. It is worth noting that the use of the tool for such meetings by all the 1,194 Gram Panchayats including traditional local bodies in Tripura will be a first of its kind.
SabhaSaar is a quantum jump in utilise digital innovation to empower participatory democracy on the ground, enable Panchayats with the latest technology and empowers them to be more efficient and transparent in administration.
