Telecom Regulatory Authority of India (TRAI) organized a half-day workshop in New Delhi to create awareness regarding its recently released Rating of Properties for Digital Connectivity Regulations, 2024. The workshop was attended by more than 100 high-level officials from Central Government Ministries, infrastructure departments, BIS, CPWD, NBCC, and educational institutions.
Aimed at promoting the integration of Digital Connectivity Infrastructure (DCI) in early-stage building planning, the workshop focused on TRAI’s voluntary, performance-based rating system. This framework evaluates the digital readiness of infrastructure, residential, commercial, and public, using a star-based model akin to green or energy ratings.
TRAI Chairman Shri Anil Kumar Lahoti mentioned the increasing importance of indoor digital access, citing 70–80% of mobile data usage occurring indoors. He appealed to ministries of the government to incorporate DCI guidelines into tenders, project proposals, and training curriculums to future-proof urban and rural development.
The technical session, led by TRAI Advisor Shri Tejpal Singh, gave extensive insight into the rating manual and parameters such as fibre entry, signal strength, rooftop access, and 5G readinesses. Abhishek Sharma of BIS also shared suggested amendments to the National Building Code to ease telecom infrastructure need.

Interactive workshops on harmonizing policy and planning for gap filling in indoor connectivity took place. The initiative is supplementary to country-wide missions such as ‘Digital India’ and Smart Cities towards universal quality digital access in India.
TRAI reiterated its promise of ongoing stakeholder interaction through workshops and capacity building for promoting harmonious digital infrastructure integration.
